16. Then a wise woman spoke out - This woman, likely a judge or leader in the city, made a powerful appeal.

18-20. They used to say in the past - The people of Abel would have said when they saw Joab's army laying siege: "If he asks for peace, we'll agree, because our law requires him to offer terms to strangers, and even more so to fellow Israelites."
