16. Then a wise woman spoke out - This woman, likely a judge or leader in the city, made a powerful appeal.

18-20. They used to say in the past - The people of Abel would have said when they saw Joab's army laying siege: "If he asks for peace, we'll agree, because our law requires him to offer terms to strangers, and even more so to fellow Israelites." This shows that the city was known for being peaceful. Joab's response reveals his character as a patriot who wanted to stop further bloodshed once Amasa was secured.
